Executive Summary

SCPO serves the re-entry community, which encompasses people who are in transition from active justice involvement to the reinstatement of freedoms that had been restricted due to policing, probation, courts, parole, jail, prison, diversion programs, and others. Childhood trauma, domestic violence, poverty, homelessness, addiction, and mental illness lead to criminalization; when a person is re-entering society, most of these original issues still exist, which leads to recidivism as one tries to survive in a society that has unsurpassable barriers to re-entry, like exacerbated health problems, housing and employment discrimination, weak to nonexistent family ties, and disproportionate mistreatment for those with mental illness and/or substance use disorders and, finally, a higher likelihood of death. SCPO’s relationship to this community exists to remove these barriers to reentry and replace them with support.

In 1980, SCPO was founded on the principle that the experiences of the community are the most important guide for the direction of the work. Lived experience experts comprise the majority of staff. Leadership positions are held by alumni, including program directors and members of the board.

SCPO programs lead to an over 90% success rate in preventing recidivism, thanks to participants being stably housed, economically empowered, participating in physical and mental health treatment, and creating or healing healthy relationships, including with children.
