Executive Summary

MHSE develops and preserves quality affordable housing paired with supportive resident programs led by staff who work daily with residents to build trust. MHSE partners with experienced community agencies to provide a range of resident-centered services. Evaluations show improved outcomes the longer an individual lives in a MHSE community and the greater their participation in services. Ultimately, MHSE housing provides stability for as long as residents need, and when they move to their next step (like homeownership) they open a home for another household.

Households served by MHSE have an average income of about $14,000. Roughly 80% of residents are people of color, two-thirds are female, and many have grappled with rising housing costs, income inequality, and displacement. MHSE’s work focuses on enabling long-time residents to remain in their homes and newcomers to affordably live in desirable, fast-growing areas. Resident input is encouraged to inform program design and decision-making at properties. When planning communities, MHSE engages neighborhood associations and other stakeholders so all impacted by its work are engaged. This approach helps better understand needs, learn, and foster shared trust among the public.

While MHSE has operated for over 25 years in several states, its first housing was created in partnership with local organizations it continues to collaborate with today. Staff and board are regionally based with decades of experience in community development and social services. Staff demographics reflect that of the population served, and about 40% of board members have lived in subsidized or affordable housing.
