Executive Summary
Against the backdrop of COVID-19, climate change, urbanization and migration, nearly 350 million children globally do not have access to childcare. In South East Asia, without quality early care and education, an estimated 31.2 million young children are at risk of not reaching their full potential.
Through this project, OneSky is training home-based childcare providers to deliver play-based early learning and quality responsive care for marginalized young children of low-wage migrant workers in Vietnam's industrial zones. With additional funding, OneSky will build on its core program with parental engagement support, nutrition support, as well as business skills and financing linkages for both new and existing providers to expand access sustainably to meet the demand among low-income working families.
OneSky is currently partnering with the Vietnamese government and local collaborators to scale our training and build a national childcare training model that can eventually be replicated in additional countries across South East Asia - advancing holistic, equitable and quality home-based childcare systems so 1 million young children in low-resource communities can thrive starting in the formative early years.

OneSky and IDinsight will create data dashboards to scale data analytics for Vietnam’s Ministry of Education and Training. These dashboards will help monitor progress and programmatic quality to foster a data-driven decision-making culture.
Accomplishments
OneSky has trained 1154 home-based childcare providers to improve the quality of early childhood care and education for over 32,000 marginalized young children in Vietnam’s industrial zones.
Vietnam’s Ministry of Education and Training has now invited OneSky to scale its training program nationally. The Harvard T.H. Chan School of Public Health, along with Vietnam’s Research and Training Center for Community Development, recently completed an external impact evaluation of OneSky’s training program in Vietnam, the first study of its kind on a childcare training program in Asia and the largest outside of high-income countries. The evaluation found that OneSky’s program has a positive impact on childcare quality and child outcomes.
OneSky is also partnering with IDinsight to strengthen its monitoring systems, such as by developing trainer data dashboards, to improve rapid-cycle program learning and ensure impact at scale in Vietnam and beyond.
